From investor to developer: Tokyo-listed Kasumigaseki brings a Japanese rulebook to UAE homebuilding
The UAE development arm of Kasumigaseki Capital, a Tokyo Stock Exchange Prime-listed group, will now build its own projects in the Emirates rather than only invest in them. It is promising Japanese standards of quality, evidence-led design and after-sales care. Its first project has not yet been named.

Dubai: Japanese real estate group Kasumigaseki Capital has formally introduced Kasumigaseki Properties Development, the arm through which it will develop its own projects in the UAE. The group has so far been active in the country as an investor. Details of its first UAE development will be announced soon, the company said in an announcement on 12 October 2026.
The launch puts a listed Japanese company into a Dubai development market crowded with new entrants. It also tests a simple proposition: that UAE buyers will now pay attention to how a home is built and looked after, not only to its design and address.
From investor to developer
Kasumigaseki has been active in Dubai since 2022 and formalised a regional headquarters in 2023, according to an interview with the group’s local chairman in July 2026. That same month it set out three Dubai platforms, reported by Business Today Middle East:
- Kasumigaseki Properties Development: the development arm launched this week.
- Kasumigaseki Middle East Real Estate: real estate investment and related services, with reported exposure of about AED 1.12 billion across 60 units.
- Kasumigaseki Restaurant: the group’s food and beverage business at Vida Emirates Hills.
The group’s regional offices are in Business Park 4, Dubai Hills Estate. Its founder, Hiroyuki Ogawa, met Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, in May 2026, with the heads of Dubai Municipality and the Dubai Development Authority also in attendance.
“As investors, we assessed the work of others. As a developer, every detail is ours to answer for.”Tatsuya Suzuki, Chief Executive Officer, Kasumigaseki Properties Development
Tatsuya Suzuki, Chief Executive Officer of Kasumigaseki Properties Development, framed the move as a change in responsibility rather than in scale.
“Every detail is ours to answer for”
He said: “Investing in a building and creating one carry very different responsibilities. As investors, we assessed the work of others. As a developer, every detail is ours to answer for, from the first drawing to handover and every year that follows. We are taking that on in the United Arab Emirates because we believe buyers here are ready to expect it from every developer, and we intend to be the one that delivers it.”
Research first, design second
The company says every project will begin with a study of three things: the site, the people who will live there and the problem the project needs to solve. Decisions on design, materials, technology and delivery follow only once that work is done, and each must be backed by evidence. Kasumigaseki calls this discipline “The Art of Knowing”.
It ties the approach to three Japanese values, which it says shape governance and decision-making as well as design:
- Hinshitsu (quality): one standard at every price point, seen in precise detailing, well-planned layouts and materials chosen for how they perform over time. Materials will be sourced locally where they meet that standard.
- Anshin (peace of mind): the buyer’s sense of being in safe hands, from the first conversation to long after handover, backed by after-sales support and continued accountability to the communities it builds.
- Kakushin (innovation): new ideas used where they make daily life easier, homes planned around how residents actually live, and a refusal to repeat what already exists when something better is possible.
The balance sheet behind the promise
Kasumigaseki Capital was founded in 2011, listed on the Tokyo Stock Exchange in 2018 and moved to its Prime Market in 2023. As of 31 August 2026, the group reported 135 projects and a combined project pipeline and assets under management of about US$7.69 billion, up 83.5% on the previous financial year-end, according to the release.
One philosophy, several price points
The developer says its projects may cover different market segments and architectural styles, each with its own brand identity, but the same standards will apply to all of them. Each project will also follow the parent group’s philosophy, “Turning challenge into value”: find what a market lacks, then apply capital, design and operational expertise to fill the gap. For residents, Kasumigaseki says, that could mean more efficient layouts, more durable construction, stronger community planning, or a smoother hand-over from developer to long-term owner.
